Karl Lueger (1844-1910) was the founder and head of the Christian Social Party, which won the majority in the Vienna city council in 1895. After winning the mayoral elections three times, Emperor Franz Joseph was obliged to sanction Lueger's election in 1897. He held that position until 1910. During his tenure many positive improvements to Vienna's infrastructure occurred (such as the integrated public transport system), but Lueger was also a notorious anti-Semite whose sentiments expressed the prevailing anti-Jewish bias felt by many Viennese. Lueger utilizied these feelings very opportunistically and remarked famously, "I decide you is a Jew."
